Ellen Jones Minister for Rural Affairs said more than half of the responses during the consultation on the prohibition applies.
The dog collars used by some as a shock when the dog is due to malfunction.
Ms. Jones said that he agreed with the view that allows an exception to the ban would be difficult to control.
Ms. Jones said last year it planned to ban the use of these collars, mats and leads because of concerns that pets and suffering.
He said manufacturers and "perplexed and disappointed" by the decision.
